Ryan Flanigan is the managing partner of the firm and a registered lobbyist who represents business clients before the legislative and executive branches of California state government. Prior to joining the firm more than a decade ago, he worked as a senior staff member in the California legislature, both as the legislative director and press secretary for a state Assembly Member and as a senior advisor for two successive legislative leaders.
As a professional advocate and lobbyist representing the business sector, Ryan is an expert on the state legislative process and a respected subject-matter expert on a variety of sophisticated business issues. He is a graduate of the University of California, Davis and holds a Bachelor of Arts degree in Political Science.
Ryan is currently a member of the Board of Directors of the California Taxpayer's Association and a former member of the Board of Directors of Big Brothers Big Sisters of Greater Sacramento. During his time at UC Davis, he was the captain of the football team and the starting quarterback for two successive winning seasons, and he remains active in the UC Davis football program as a team sponsor.

Tim Flanigan is a founding member of the firm. The principle focus of his practice is on the representation of business clients before the legislative and executive branches of California state government, including the state’s various regulatory agencies and commissions. Prior to establishing the firm, he was a government law partner and registered lobbyist representing corporate clients in the Sacramento office of the law firm of Nielsen, Merksamer. He previously served as a chief deputy and senior staff member to the governor, and prior to that was the director of government relations, general counsel and lobbyist for the California Restaurant Association. He also served as a gubernatorial appointee to a special blue-ribbon panel of attorneys tasked with revising key sections of the California Administrative Procedures Act.
He received his law degree from the University of California, Hastings College of the Law, and his undergraduate degree, with distinction, from San Diego State University. He is an attorney and maintains an “AV-Preeminent” rating from Martindale-Hubbell. He is a registered lobbyist with the state of California.

Mike Flanigan has worked as a lobbyist for most of his professional career. Prior to joining the firm, he was the director of government regulations for the California Society of Certified Public Accountants, representing the society before the California legislature and various state and federal agencies.
Mike is a seasoned legislative advocate who has also represented the Association of California Life Insurance Companies, the California Chamber of Commerce and National Medical Enterprises. Additionally, he previously served as the Deputy Chief of the California Bureau of Automotive Repair and as a gubernatorial appointee on the California Boating and Waterways Commission. He received his law degree from the University of San Diego School of Law and is a graduate of the University of California at Berkeley. He is a registered lobbyist with the state of California.

Terry Flanigan was a founding partner and now serves as a consultant to the firm. Prior to establishing the firm, he served as the appointments secretary to two governors with the responsibility of assisting both governors with the appointment of California's judges, agency and department personnel, as well as members of the many state boards and commissions.
He was the chief lobbyist for the California Manufacturers and Technology Association and for the State Bar of California. He also served as a lobbyist for the California County Supervisors Association. He received his law degree from the University of California at Davis and is a graduate of San Diego State University where he was student body president. He was also a trustee on the California State University Board of Trustees. He is an attorney and a registered lobbyist with the state of California.

Jack Flanigan is “of counsel” to The Flanigan Firm. He is recognized as one of the senior public affairs strategists in the state. During the last thirty years, he has served as an advisor to numerous statewide candidates and initiative campaigns in California, and he has been an active participant and campaign advisor in the political process at both the state and national levels for many years. He was also an appointee of Governor Jerry Brown to the Little Hoover Commission, the state’s independent oversight agency.
Jack is the former Executive Director and member of the Board of Directors of the California Housing Council, a coalition of the state's largest owners and operators of multi-family housing complexes. He is also the former Vice President of Public Affairs of the Irvine Company, one of the nation's largest land developers and community planners. Jack is a graduate of San Diego State University where he served as student body president. He is an attorney and received his law degree from Boalt Hall at the University of California, Berkeley.
